"An act of Pennsylvania legislature that will provide for the spending of no more than 20 per cent of the total salary of the office on the part of all candidates will be presented at the 1927 session of that body by Edward Allum of Sharon if he is elected to the office, he states today, which seems to be an absolute certainty as he is nominated on the tickets of the four leading parties. Allum states that his bill, which is now drawing up, will provide for not only this limit of money that can be spent but will also provide for no contributions to the funds of candidates. This would reduce the campaign fund of the much discussed U. S. senatorship to $15,000, which Mr. Allum states is enough. The bill will apply to state and county offices, as well. Allum states that he also is considering the introducing of a bill providing for three watchers of the leading parties on application of five voters of the district to be appointed by the court and this number to be all that would be allowed. Allum, who made a record for activity in state affairs at the 1919 session of legislature, was re-nominated again this year on the Republican ticket by one of the largest majorities given any candidate."

EDWARD LEE ALLUM, Mercer County, was born near Waynesburg, Greene County, Pa.; when nine years of age removed with his parents to Bellaire, Ohio, where he was educated in the public schools; after leaving school, learned the glass blowing trade, which occupation he followed for a number of years; in 1907, moved to Sharon, PA., since which time he has been connected with the automobile business; was twice elected to the Sharon council; elected to the House of Representatives in November, 1918.

Harrisburg, Jan. 22.--Mercer county had only one member of the state house of representatives today due to the death here Thursday of Edward L. Allum, Sharon. Suffering from uremic poisoning he was admitted to a hospital here two days after the 1927 session convened.

EIGHTEEN MEMBERS TO TAKE PART IN ALLUM RITES

Sharon, PA., Jan. 24.--Eighteen members of the Pennsylvania legislature were to take part in funeral services late this afternoon for Edward L. Allum, Mercer county representative, who died in Harrisburg last week. The services were to be held at the family home, with interment in Oakwood cemetery. [DeeAnna's note: The cemetery is actually Hillcrest Memorial Park in Hermitage, Mercer County, Pennsylvania.]

Rep. Carl Marstellar, of Wheatland, Allum's colleague in the House, is chairman of the committee of legislators who were to honor the late representative's memory, the others including Harry E. Himes and Charles Armstrong, Armstrong county; Fred Patterson, Harry Richardson and William S. Reader, Beaver; John Cross and W. E. Bartley, Butler; I. D. Kahle, Clarion; Miss Alice Bentley, Crawford; Otto Herbst, Joseph Schilling, Jno. King and Jos. Zeisenheim, Erie; Bart Richards and Milton Bickett, Lawrence; Cleveland Donnell, Venango, and Aaron Mumford, Warren.

The Rev. C. G. Farr was to be in charge of the services.

Edward married Sara(h) Viva FLETCHER, daughter of Thomas H. FLETCHER and Nancy Jane WHITE, on November 14, 1885 in Belmont County, Ohio. (Sara(h) Viva FLETCHER was born on March 11, 1864 in Bellaire, Belmont County, Ohio, died on March 18, 1938 in Lakewood, Cuyahoga County, Ohio and was buried on March 21, 1938 in Akron, Summit County, Ohio.)

Edward next married Elizabeth Ann BLUE, daughter of John BLUE and Unknown, on January 12, 1906 in Wheeling, Ohio County, West Virginia. (Elizabeth Ann BLUE was born on April 15, 1877 in Monroe County, Ohio, died in May 1965 in Pennsylvania (Perhaps Mercer County) and was buried in Hillcrest Memorial Cemetery, Hermitage, Mercer County, Pennsylvania.)
